Festival of San Roque
This weekend honored Tarija's patron saint, San Roque, who in the 1500 would walk through town playing drums and instruments when lepers needed to pass through the town, to warn the townspeople not to come out. He's the Saint of Health. There were celebrations and parades all weekend in his honor.
